This papier-mâché tray is on a newer stand.  Papier-mâché ("chewed paper") is a creative technique where shredded or strips of moistened paper and paste are affixed to a blank surface.  As the paper dries, the outer shell hardens, which can then be painted and decorated.   This process is centuries old, prized for affordability and practicality.
