A lavabo is a washbowl with a water tank mounted above and affixed to a wall.  The word derives from the Latin “I will wash”.  Lavabos were used in the home for washing hands primarily after cooking or in churches to wash hands at the offering of Holy Communion.  Today they are used as decorative items, often holding plants or flowers.
